Decatur sits on the Tennessee River, and that single fact shapes most of what goes wrong under its houses.
What the River Does
Proximity to a large river means a higher water table than the ridges east of here, and it means river fog and sustained humidity through the warm months. Both matter underneath a house.
A high water table shortens the distance groundwater has to rise before it reaches a crawl space floor. In neighborhoods closest to the river, and in the lower ground around the wildlife refuge, crawl spaces that are dry through a normal August will take standing water after a wet week — not because anything has failed, but because the water table has come up to meet them.
The humidity is the slower problem. Air off the river holds moisture late into the evening, and a vented crawl space breathes it in all night.
The Housing Stock
Decatur has a good deal of pre-war housing, particularly around Old Decatur and Albany, built on pier-and-beam with generous crawl spaces and no expectation of a sealed underside. Those houses have often had a century of seasonal damp, and the framing tells the story: darkened girders, sistered joists from previous repairs, and supports that have settled unevenly into softened soil.
Newer construction on the south and west sides sits on higher ground and behaves better, though the same vented-crawl-space logic applies.
What We Usually Find
Standing water or silt lines in the lower-lying areas. Insulation on the ground rather than in the joists. Supports that were adequate when the soil was firm and are not now. And in the older stock, decay concentrated near the perimeter where the damp is worst.
What Usually Fixes It
Drainage before anything else, because in a high water table area a liner alone traps water rather than removing it. Interior perimeter drainage to a sump with a properly sited discharge, then the liner, then humidity control.
Where supports have settled, adjustable steel jacks on new footings, brought up gradually. Where framing has decayed, sistering or replacement before the space is sealed.
